Это ограничение распространяется на столы, за которыми вы не играете, то есть чтобы вы не могли датамайнить. я так понял.
In essence it's a meaningless message. PokerStars provides up to 30 observed hands (hands from tables you're not seated at) per session. This is so HUD users can use the information to select a good table/seat to play at. Once the 30 has been used up you'd have to wait for a period of time before PokerStars will show anymore.
This is separate and different from importing your own PokerStars hands while playing, which has no limitation. So I suspect if you're asking this question perhaps your PokerTracker4/PokerStars configuration isn't quite correct - you'd want to have a look at this guide:

1) Be sure when installing Pokerstars that you choose "English" if offered the option;
2) That in Pokerstars you've set "Save my hand histories" under "Options -> Instant hand histories..." and note which directory Pokerstars intends to put them in (for Vista/Windows 7 users it is often a folder such as "C:/Users/some_name/AppData/Local/PokerStars/HandHistory"), then
3) Once you enable that option play a couple hands at a table (without PokerTracker4) so that Pokerstars will create that folder;
4) Using the guide I linked above be sure that the directory PokerTracker4 will look for new Pokerstars hands in is the same one you noted in step #2. Also while on that tab make sure the "Get Hands From Site While Playing" has a check mark.
Then after taking a seat, click "Play Poker -> Get Hands While Playing" and you should see your hands being imported (and the HUD appear shortly after).
No more observed hands will be imported until 30 minutes have passed and PokerTracker is restarted.
This is a PokerStars requirement and only affects your observed tables.
